According to a transcript of the conversation between air traffic control and the Japanese Coast Guard plane that crashed in March 2019, the plane was not given clearance to take off before the crash occurred. The transcript, which was made available by NHK, a Japanese news outlet, shows that the pilot asked for permission to take off 60 seconds before the crash. However, after a pause, the air traffic controller warned the pilot that the plane was not ready and that the take-off was not imminent. The plane then crashed on the runway before it could take off. The cause of the crash is still unknown, but the transcript suggests that the air traffic controller may have been too slow in giving the plane permission to take off.
