Financial Chaos Topples Paraguayan Presidency

November 6, 2026 2 min read

In a dramatic sequence of events that shook the foundations of South American politics, Paraguay’s lower house voted unanimously to impeach President Santiago Pena on Thursday, mere minutes after he announced his resignation via social media. The seventy eight to zero vote represented a total abandonment of Pena by his own Colorado Party, joining forces with the opposition to cast out a leader whose administration became synonymous with a catastrophic banking failure. This sudden political vacuum follows three days of intense protests in Asuncion, where citizens took to the streets demanding answers after their life savings vanished overnight.

The catalyst for the collapse was the seizure of Ueno Bank, a digital lender that rose from obscurity to capture over sixty percent of the adult population as customers within five years. The bank’s downfall triggered widespread panic when its apps and branches went dark, freezing pensions, wages, and personal savings for millions. Public anger intensified upon revelations regarding Pena’s ties to the institution; until last year, he held a stake in a company related to the bank. Furthermore, critics pointed out that Pena had appointed Carlos Carvallo, a former executive at Ueno’s predecessor firm, to lead the very central bank tasked with regulating it.

Investigation into Ueno revealed a pattern of reckless insider lending and fraudulent accounting that masked a severe lack of capital. While inspectors warned of these risks as early as June, Pena dismissed the alarms as part of a smear campaign designed to destabilize his government. By the time regulators stepped in on Tuesday to seize the entity, it was discovered that tens of millions of dollars had been funneled to companies tied to ownership without proper collateral, leaving retirees and workers facing financial ruin.

As the dust settles on this institutional crisis, Vice President Pedro Alliana is expected to be sworn in to serve out the remainder of the term ending in 2028. While Pena apologized in his farewell address and cited national stability as his reason for stepping down, many protestors remain unconvinced. For those standing in lines outside shuttered bank branches, the fall of the presidency is seen less as a democratic transition and more as a belated consequence for decades of perceived corruption among the ruling elite.
